MFS Tools Boot Floppy Won't Boot

When I put the MFS Tools boot floppy in the floppy drive of my PC and power it on, the PC accesses the floppy (floppy drive light goes on) but then goes on, and boots W2K. I tried putting a DOS boot floppy in the floppy drive, and it boots DOS from that floppy, so the floppy drive is in my boot path. I also tried creating another MFS boot floppy, but that didn't work either. Doe anyone have any ideas as to what my problem is?
