Can anyone else confirm if they are having the same problem? Every one of my other channels are clear, but TechTV. This is happening on all my receivers too

Animation usually requires a higher-bitrate for compression due to its sharp edges and contrasting colors. The bitrate that TechTV uses for its compression just isn't high enough for this, so you get artifacting. Toon Disney also suffers from the same problem, but it's not as noticeable on TechTV since most of the shows are live-action there. It's not your TiVo; I viewed TechTV without mine and the artifacting is still there.

I don't think the cable and satellite companies can do anything about, as I think they just take the direct stream and send it out without recompression. If so, the only thing you can really do about it is to write TechTV and ask them to up their video bitrate, and while you're at it, ask them to start sending stereo audio instead of mono. :)

I haven't noticed too much pixelation on Anime Unleashed here. Of course, it could be that I'm watching it on a 27" set...
