TurboNet Service Unavailable

Lifetime service, tivo with IP and routable, can dowload from Internet web site with HTTP_GET, and can capture the traffic when TiVo talks to the service update site -- but TiVo fails connect and download with "Service Unavailable."

Can someone please suggest a "next step" when TiVo cannot download over network this way....????
