My bro in law's tivo keeps booting up - gets to the first screen during boot up (the very first one) and then after 10-20 seconds, reboots. Over and over and over.

I've tried one dsr6000 image using the appropriate tools on a new 80 gig western digital drive and the mfsrestore seemed to complete ok, but when I put the new drive in, the same thing kept happening over and over.

Any ideas for fixing this? Do I need a new/better image?

Help please!

Try putting runideturbo=false in the drive's boot parameters. Depending on the image's software version, it might require this for a non-Quantum hard drive.

Does it make any difference if the original drive was running 3.0 (or whatever the latest version is) and the image I had was 2.0?

No, the TiVo will get 3.1 automatically when it phones home.

The procedure for making the change to the boot parameters is in Hinsdale. Despite his assertion that it's unnecessary for the image you have, you should find that it fixes the problem.
