Darla is the mother. Darla had been dusted by Angel over on "Buffy," but Wolfram and Hart brought her back from the dead. (She was then "re-vamped" by Drusilla, and then Darla dusted herself.

That's Holtz, an 18th century vampire hunter. Angel and Darla killed his entire family, so Holtz made a deal to be turned to stone for 200 years and began to exact revenge on Angel in modern times. He took Connor as part of this revenge plan.

Throughout the series, Wolfram and Hart has been Angel's key nemesis. They're a law firm that represents the scum of the earth - and we're not talking earthly scum, we're talking unearthly - vamps, demons, forces of darkness sort of scum.
At the end of last season, the senior partners at Wolfram and Hart offered Angel Investigations the chance to take over the Los Angeles branch. Why - we don't know yet. I'm sure we'll find out. Angel and Co. decided to take W&H up on this offer - figuring that they could use the endless resources available through the partnership to do good instead of evil. However, they still have to run the law firm - and running the lawfirm involves defending those that Angel is sworn to defeat. It's a problem.

Yes, it's as a result of the Buffy series finale. Wolfram and Hart had an amulet that was said to be critical to what was going on in Sunnydale. Only one problem - someone non-human had to wear the amulet. That left it down to Buffy, Angel, or Spike. Buffy sent Angel away to set up the fallback position in case Sunnydale fell. Knowing Buffy would be needed as the slayer, Spike ended up wearing the amulet. The amulet closed the hellmouth in Sunnydale, at the expense of dusting Spike.
The amulet then turned BACK up in LA at Wolfram and Hart, bringing with it Spike in ghostly form. He's now tied to the LA branch of W&H - he can't leave the city limits without being jumped back into W&H.

What I don't recall, or perhaps ever knew: What exactly was the event when she became evil? Did she come back that way from her higher existence, or was there some later turning point?

She was missing for several episodes. When she finally turned up, she had no memory of who she was or who anyone else was. In the episode "Spin the Bottle," they attempted to use magicks to get her memory back... but all it did was wipe everyone of memory after their teen years. The reversal of this spell returned everyone's memories, including Cordy's, at which point she acted normally around everyone else. This was the first point that she began to be Evil Cordy.
It's unclear as to whether she came back evil, or whether it was the events of "Spin The Bottle" that caused it. (It's never been established officially either way.
