After posting a thread asking how to do this, someone mentioned the Aussie's may have figured it out. They indeed had and for the benefit of anyone else who might want to do this, the link is below.

Essentially, one must get the hex codes for the IR signals on buttons 0-9 and "enter". These are obtainable via a number of methods, the easiest of which is to use a Pronto and then Pronto Edit software.

One then converts these hex codes to something recognizable by Tivo and updates a .tcl script that modifies the IR codes for an already existing cable box within Tivo's files. It is also possible to add a new set entirely, but this is more complicated. The .tcl script and a spreadsheet for converting the hex are both listed on this site.
