Is there any reason why a used drive wouldn't be just as effective and cheaper than a new one?

no, except it probably wont last as long as a new drive, and if it prematurely fails you'll have to restore a backup or try to get a good dd of it to a new disk...a several hour long process and another opening-of-the-box-and-maybe-breaking-something event. Given that a 30gb costs <$100 and a 60gb <$200 the 'cost savings' might come back to bite you later...

For me, cheaper was basically 'free'.
