Need some basic help with gzip and tar

I have gotten the connection between my PC and TiVo, gotten the bash prompt and am comfortable transferring files from the PC to the TiVo. I have also navigated the directory structures a fair amount (enough to get comfortable moving around). I also can create directories, move files, etc.
I am trying to work with some of JPags scripts to add a title and description to manual recordings. I have gotten the scripts transferred from the PC to the TiVo. As I understand it, I need to get joe on the TiVo as well so I can change the scripts.
I found tivo-bin.tar.gz and joe2.8-tivo.tar.gz. Do these have the files I need? If so, I am assuming I need to run gzip on each file and then run tar on each one - Right?
If I am right, then my questions are -
1) Where is the gzip program and what is the command to execute it on these files?
2) Where is the tar program and what is the command to execute it on these files?

easiest way to do it if you are a PC user is to just use winzip. Open up the .gzip or .tar file with winzip, extract the files, then transfer the extracted files.
