As of today, I am upgrading my 27 inch Philips basic television to a widescreen Loewe Aconda HDTV set. Although I do not, as of yet, intend to use HDTV, the picture quality of the Aconda is superb. I guess my question is this: I expect to be bit by the video resolution bug, but even when it is fixed, does the Tivo output at a resolution at, or more or less than the normal cable output?

Your question is rather ambiguous. What do you mean by "normal cable output"?
The resolution of an RF video input very much depends on the signal source. Theoretically, it can be as high as about 400 lines, but in practice it's in the mid-300s. You probably wouldn't notice the resolution difference with such program material due to the "bug". (But why even worry about it - it will be fixed soon enough.)
Composite and S-video input with a DVD or good satellite source can be over 500 lines, and might well notice the difference. TiVo at "Best" is about 450 lines, according to my rough measurements.
That you have an HDTV-capable display is itself not too important, though it improves the chances that you'd notice the difference.

I can't output at a resultion higher than the source. (well, maybe the menus) But even with S-video, it won't take advantage. You would want at least progressive scan.
In the meantime, go get a DVD player with progressive scan output.
