New modem Issues

Here is a new issue that I have not seen yet, maybe someone can shed some light...
The modem will not dial if using tone, but will dial pulse. Neither one will here the sever answer. If you try to dial for it on tone mode it still dosent hear the server answer.
Any thoughs?
