If Trevor McDowell attaches the chip to the motorcycle mounted camera, then his times will be ahead of the Nigerian runner's times during the race, right? So why is it suspicious that he doesn't appear on camera? If he's beating the guy's time, he's probably going to be out of the shot. What's suspicious is that he -does- appear on camera behind the Nigerian runner, yet ahead of him in time...

Just because the chip was on the motorcycle mounted camera wouldn’t necessarily mean that he would always be ahead of the Nigerian. The camera could shoot the Nigerian from behind at times (for instance to show the hill/turn he is coming up on). However I totally agree with your last thought about him appearing on camera behind the Nigerian runner, yet ahead of him in time being the truly suspicious finding.

I suspect he figured nobody would look that closely. After all, why would they? His tracker said he was in the race, the camera said he was in the race, let's look for another suspect.

Also, it looked like Monk was working from the tv broadcast which would keep cutting away from the motercycle camera, not the unedited tape of the whole marathon from that camera.
So if he only had highlights, and the times were only recorded at checkpoints, he might have had very few data points where the highlights covered the checkpoints. Especially since the suspect wasn't even their most of the race and wouldn't have appeared on the film at all.
If they had had to I'm sure the police could have built a circumstantial case by getting the whole motercyle cam tape and tape covering the checkpoints to prove that the suspect hadn't run the race, but since they had him trying trying to cover up his involement by hiding evidance they didn't need to do the tedius work of checking the tapes.
