Help! Service Not Responding

Thanks to the posting on this forum, I have gotten close to completing my first successful call in over 2 months, but I'm still experiencing some difficulty.
My Sony SVR-2000 got zapped by an electrical storm over 2 months ago and has been getting 'modem not responding' ever since. It wasn't until recently that I got the ball rolling on the Tivo repair. Sony wants way too much to correct a problem that should have been better designed in the first place. I found out about the Electriclegs repair kit, but am a little leary of the micro soldering involved. Last night I almost caved and bought a new Tivo, but though I'd do one more quick search and greatfully found this thread.
As a result, I raided my work's leftover bin and dug up an old USR 33.6 Sporster Faxmodem. The problem is it doesn't accept the &H0 or &I0 commands (I get ERROR back through Hyperterminal). The rest of the commands appear to take.
I enter the ,#319 dialing prefix and select the change connection number (since I accidentally wiped out my previous local Tivo number when last talking to Tivo Customer Service). Tivo asks for my area code, I hit select, it completes the Prepare step, goes to Dialing, activates the modem, goes through the negotiation, goes silent, stays in Dialing for a bit and eventually times out with a 'Service Not Responding'.
I'm not sure what the cause of the problem is.:
1) I have reset Tivo as a previous thread with the Service Not Responding suggested but that did not work.
2) Could not setting the &H0 or &I0 be part of the problem? I did a &K0 as another thread recommended and that took. Also the USR would not accept the command to restore the factory default settings (&F1 if I recall correctly from memory) Why won't the USR accept these commands even though they are listed in the user guide.
3) Since our Tivo was out of commission for over 2 months, could Tivo have disabled my service on the dial up end for security purposes? So far I have not read of this any where else on this site.
4) The DB9 to DB25 adapter might be bad. Could it be possibe that the adapter allows the connection to take place but prevent the data transfer from initiating?
I do have the DTR and CD dip switches on the override (on) position. Any input is greatly appreaciated.
By the way, many thanks to all that have posted to this thread in the past Tivo, this web site, and serial ports Rock!!

So, I'm guessing rather than using DTR/DSR and/or XON/XOFF - there is no flow control at all. That does seem odd.
Go to Radio Shack and buy yourself an RS232 line checker (serial port checker) Look at the lights on pins 2 and 3 (TX and RX), you should have a green light on each. If you don't then you have a problem.
