I know each time I have had to process a refund that the fee's are deducted as well. If you are doing your processing through someone such as Paypal then no you will be out the fee's.
When it comes to a chargeback, OUCH!! If I was able to show it was a valid transaction or that I processed the credit prior to the chargeback request then I was not assesed a fee. If I was not able to do it then I was charged usually a $15 fee..

Each CC processing firm is different and larger volume customers are treated differently as well..
