Dell usually withholds taxes for small business purchasers, but does not for home customers (at least in NY/NJ).

Make sure you enter the Dell accessory store through the home storefront if you want to avoid withholding of sales tax. Be careful to use the correct coupons - they are sometimes different for Dell Small Business and Dell Home.
