DirecTIVO vs. SA TIVO Price Differential

I'm a newbie to this group, but I DID do a couple searches and didn't find anything about this...

Why are SA TIVO units $100 more than DirecTivo ? Is the tuner the only hardware difference? Is DirecTV subsidising? (sp?)

I, for one, would love if I could buy a DirecTivo now and use it with cable, until I'm in a logistical position where I can/want to switch to Satellite.

1) no MPEG encoder -- because of this, only can be used with DirecTV
2) subsidized by DirecTV (you have to sign a contract for 1-year committment)

DirecTiVos work with DirecTV and nothing else. They have two DirecTV IRD tuners. This is how they save money. They don't have to have RF tuners, AV inputs, or MPEG encoders.
