We do. It helps eliminate artifacts on some of our noisier cable channels.

I would suggest some comparing. Personally, it does not make any noticable difference for me.

It helps with a specific problem with channels 4 and 6 with some cable providers, but, as Dan posted, it sometimes helps in some other situations, too. There's info in the old FAQ about this.
