Maybe they dress down to go to the local Wal-mart here. Most the customers here look like it would be a step up for them to get a job at Wal-mart.

I can't say it's that way here. You look at the parking lot and you see alot of BMWs, Acuras, LEXUS, Mercedes, huge SUVs many higher dollar cars. People are there in business suits as well as casual clothes.
The employees definitely don't look like they just got out of prison and they are also friendly and helpful. I live in Northern VA, so that is probably the reason. It is not representative of the rest of the country.

Of course, there is no ethical difference between the two owners. Each is following the rational course of action, and would almost certainly do the same thing as the other guy in his position. The first guy is charging a premium for convenience. He can no longer do so when his advantage of convenience is lost. The second guy is offering an attractive price to build clientele in a new market with an established business. So the answer is that I would patronize the guy who offered the best price, the best service, or who I simply liked the best on a personal basis.
